Family Self-Sufficiency (FSS) is a voluntary resource and incentive savings program designed to help Section 8 families ease off of government subsidies and transition into a life of social and economic independence and self sufficiency. It involves the Head of Household signing a five-year contract with the Housing Authority and dedicating themselves to working toward completion of specific goals.
Commitment
All Family Self-Sufficiency participants must sign a Contract of Participation and make a commitment to become employed, and economically independent within five (5) years. During the (5) year term, the FSS Participant works and/or attends school and training programs that can assist them in achieving their goals. The FSS Program assists in securing the resources to help the family overcome obstacles that may prevent them from achieving their goals.
Financial Incentive - The Escrow!
A financial incentive may be available through the establishment of an Escrow Account. An Escrow Account is a special savings account held in the family's name by the Housing Authority. Participants in this program can build upon a special savings account that is made up of funds deposited by the Housing Authority.
Whenever a family experiences an increase in earned income from working, which affects their rental payment the Housing Authority matches a portion of that increase by depositing HASBARCO funds into that savings account. When the FSS program requirements have been completed, the family will receive the balance of that savings account to use as they see fit.
There Is No Risk to You!
Family Self Sufficiency Participants will not lose their Section 8 assistance if they find that they cannot meet the commitments of their FSS Contract of Participation. FSS Participants may leave the FSS Program at any time without losing their Section 8 housing assistance and will not be penalized for making an effort to become self sufficient. However, participants who quit the FSS Program, fail to meet graduation requirements, or are terminated from housing assistance for program violation will not be eligible to receive the Escrow Account, and any monies would be forfeited.

- Will be determined to overcome obstacles in their path.
- Will be willing to learn and attend education / training programs.
- Will be in compliance with Section 8 Program Obligations.
- Will be willing to work to increase their earned income to the best of their ability.
FSS Fun Facts
The HASBARCO has successfully graduated (36) FSS Participants since 1999, and (12) of those families have moved into homeownership.
The HASBARCO has disbursed more than $274 thousand dollars in Escrow funds to FSS Graduates.
Participation in the FSS Program is limited to a specific number of clientele at any given point in time. Therefore, interested persons must first apply for placement on the FSS Waiting List. (Typical wait time is approximately 3 months). If you are interested in participation in the FSS Program, you will need to complete the FSS Application Form below, and return it to your local housing office addressed to the attention of the Resident Services Program.

La Autosuficiencia Familiar (FSS) es un programa voluntario de recursos e incentivos de ahorro diseñado para ayudar a las familias de la Sección 8 a reducir su dependencia de los subsidios del gobierno y a avanzar hacia una vida de independencia social y económica. Este programa implica que el Jefe de Hogar firme un contrato de cinco años con la Autoridad de Vivienda y se comprometa a trabajar en el cumplimiento de metas específicas.
Compromiso
Todos los participantes de FSS deben firmar un Contrato de Participación y comprometerse a obtener empleo e independencia económica dentro de cinco (5) años. Durante el período de cinco años, el participante de FSS trabaja y/o asiste a programas educativos y de capacitación que le ayuden a alcanzar sus objetivos. El Programa FSS proporciona recursos para ayudar a la familia a superar obstáculos que puedan impedirles lograr sus metas.
Incentivo Financiero – ¡La Cuenta de Depósito en Garantía!
Puede estar disponible un incentivo financiero mediante la creación de una Cuenta de Depósito en Garantía (Escrow Account). Esta es una cuenta de ahorro especial a nombre de la familia, administrada por la Autoridad de Vivienda.
Cada vez que la familia tenga un aumento en sus ingresos provenientes del trabajo, lo que afecta su pago de renta, la Autoridad de Vivienda iguala una parte de ese aumento depositando fondos de HASBARCO en esa cuenta de ahorro. Cuando se cumplan los requisitos del programa FSS, la familia recibirá el saldo de esa cuenta para usarlo como lo desee.
¡No hay riesgo para usted!
Los participantes de FSS no perderán su asistencia de la Sección 8 si descubren que no pueden cumplir con los compromisos de su Contrato de Participación FSS. Los participantes pueden abandonar el programa en cualquier momento sin perder la asistencia de vivienda de la Sección 8 y no serán penalizados por esforzarse en lograr la autosuficiencia.
Sin embargo, los participantes que abandonen el programa, no cumplan los requisitos de graduación o sean removidos de la asistencia de vivienda por violaciones al programa no serán elegibles para recibir los fondos de la Cuenta de Depósito en Garantía, y los fondos acumulados se perderán.
Candidato Ideal:
- Tendrá el deseo de liberarse de los subsidios gubernamentales.
- Estará comprometido a alcanzar sus metas.
- Estará decidido a superar los obstáculos en su camino.
- Estará dispuesto a aprender y asistir a programas educativos o de capacitación.
- Cumplirá con las obligaciones del Programa de la Sección 8.
- Estará dispuesto a trabajar para aumentar sus ingresos al máximo de su capacidad.
Datos Interesantes sobre FSS
- HASBARCO ha graduado exitosamente a 36 participantes de FSS desde 1999, y 12 de esas familias han adquirido vivienda propia.

La participación en el programa FSS está limitada a un número específico de clientes en un momento dado. Por lo tanto, las personas interesadas deben primero solicitar su lugar en la Lista de Espera de FSS (el tiempo típico de espera es aproximadamente 3 meses).
